Spain Invests €377 Million in National Hydrogen Projects
Spain made a major leap in its hydrogen strategy with the announcement of three winning projects in its €400 million European Hydrogen Bank national auction on July 15, 2025. The EP2X, eM-Numancia, and Orange.bat projects will receive a combined €377 million to build 485 MW of electrolyser capacity.
With production subsidies of up to €0.69/kg guaranteed for ten years, these projects aim to produce more than 585,000 tonnes of renewable hydrogen over the next decade. This investment not only positions Spain at the forefront of Europe’s green hydrogen production but also reinforces its commitment to long-term decarbonization and energy sovereignty.
Portugal Allocates €70 Million to Green Energy Projects

In alignment with the REPowerEU Plan and the Recovery and Resilience Facility, the Portuguese Government approved €70 million in funding on July 8, 2025, for 17 hydrogen and renewable gas projects. Chosen through a competitive process focused on decarbonization impact and technological innovation, recipients include Mota-Engil Bioenergy, Recivalongo, and PTSunHydrogen.
This strategic investment not only accelerates Portugal’s energy transition in the wake of the 2022 energy crisis, but also supports national energy independence and contributes to EU-wide climate objectives.
Alstom Launches French Hydrogen Megafactory

In a significant leap forward for European hydrogen manufacturing, Alstom inaugurated its Delta megafactory in Aix-en-Provence, through its subsidiary Helion Hydrogen Power. The 1,500 m² facility produces fully French-designed fuel cell systems tailored for heavy-duty mobility and temporary energy needs, with a targeted annual production capacity of 30 MW.
The €100 million investment reflects over two decades of R&D and firmly establishes France as a major player in the hydrogen fuel cell value chain, reinforcing national and European industrial sovereignty.

Clean Hydrogen Partnership Opens Project Development Support
The Clean Hydrogen Partnership launched its Project Development Assistance (PDA) programme on July 11, 2025, offering specialized expert support for Hydrogen Valleys across Europe. Up to 15 projects will be selected for tailored assistance, helping them reach Final Investment Decision.
Two types of support are available: a 6-week “light” track for early-stage concepts, and a 12-week modular track for more advanced initiatives. The PDA programme complements the Partnership’s broader €184.5 million 2025 Call for Proposals, which includes €80 million earmarked specifically for Hydrogen Valleys under the REPowerEU Plan.
