European Parliament Approves Delegated Act on Low-Carbon Hydrogen: A Strategic Step Forward
The European Parliament has decided not to object to the European Commission’s Delegated Act (DA) on low-carbon hydrogen—a move with significant strategic and legal implications for the hydrogen sector.
A key outcome of the vote was the written assurance from the Commission that investments will be grandfathered, ensuring regulatory stability for projects that take a Final Investment Decision after the DA enters into force.
Hydrogen Europe welcomes this legal clarity, as well as the Commission’s updated approach, which includes:

Investment protection through grandfathering provisions

Commitment to technology neutrality

Development of a new methodology by the end of 2026 to better integrate low-carbon electricity into hydrogen production
If the Council does not raise objections by 8 November, the Delegated Act will enter into force—offering a more predictable and stable framework for the European hydrogen economy.

New Strategic Partnership to Establish Liquid Hydrogen Supply Chain via the Port of Hamburg

German companies Daimler Truck and HHLA (Hamburger Hafen und Logistik) have signed a memorandum of understanding with Japan’s Kawasaki Heavy Industries to develop a green liquid hydrogen supply chain from hydrogen-producing countries to Germany, via the Port of Hamburg, with onward transport to the European hinterland.
Key highlights:

Goal: Build a sustainable logistics chain for importing, transshipping, and transporting liquid hydrogen by road and rail

Kawasaki provides technological expertise in production, storage, and transportation of liquid hydrogen

Daimler Truck contributes its hydrogen truck development and aims to industrialize the technology by the early 2030s

HHLA integrates hydrogen into its European logistics network, targeting climate neutrality by 2040

Special feature: The hydrogen will be transported using Mercedes-Benz GenH2 Trucks, capable of both using and carrying liquid hydrogen
Strategic aim:
This partnership is a major step toward decarbonisation and aims to make liquid hydrogen widely accessible across industry, logistics, and mobility sectors in Europe.
The initiative is also open to additional companies and institutions to form a consortium covering the full hydrogen value chain.
